first,I think you have gotten the title wrong.
second the last date of submission is the twentieth of december. the result will be announced after that. but i am not sure when will it be.

Salman, we are happy that our members are so enthusiastic about Essay Competition 2008.
We, understand your interest and concern for the result or any other member's for that matter.
Salman, this essay competition is not about marks, positions or some medals.
This competition is for testing your skills for the real CSS exam.
If we were only marking the essays, then it would have been a lot easier.
We would have announced the result in one day.
But here we are talking about in depth analysis of each essay with detailed comments on it.
Every staff member and judge at CEP, is working voluntarily.
Our judges, being CSS officers are wearing several hats. They have their personal commitments too.
We hold our judges in high esteem for managing time for CEP members.
Thank you sir, the whole CEP team is grateful to you.
We want our members to be the best and for this we have to deliver the best to our members.
CEP has requested the judges to comment on the writing style, vocabulary, grammar, sentence structure, flow and several other things.
So that our members will know their weaknesses and strengths.
Be assured that our judges and staff members will be doing their best to declare results as soon as possible.
But we can't announce a date right now because of the aforementioned reasons.
We hope that this answers your query.

Yes, there might be others around, as well, facing the same problem, because of the constricted internet services on account of the undersea damage to the fibre optic cables.
In my personal capacity, I would recommend the extension of some relaxation.
