No you can't as both are of 200 marks. The candidates are required to select optional subjects carrying a total of 600 marks,
but not more than 200 marks from any box/columns.
Subject(s) carrying not more than 200 marks from Code No. 11 to 14 can be opted.
11 Accountancy & Auditing 200
12 Economics 200
13 Business Administration 100
14 Public Administration 100
Note: Business Administration cannot be combined with Public Administration

Thomas Anderson is right one can not choose subjects carrying more than 200 marks from one subject group and infact in this group you can not combine Business and Public administration though it will make 200 marks. For further information on rules of CSS, please follow the link below: Link |

yes you can go for the accounts and audit . its not mandatory that only acca & icma students should opt for this paper. if you feel you have basic concepts regarding the subject , then go for it, further more have a thourogh look at past papers and then decide it.
